The text presents a conceptual framework for a logical the discussion of the various issues. A diagnostic of the Brazilian social insurance (general and special systems) emphasizes the "symptoms" as well as the conjunctural, managerial and structural causes of the problems detected. General Social Insurance system future economic results for the period 1997/2030 are then derived from demographic projections and macro-economic scenarios. Social insurance reforms in other countries are briefly analyzed as input for the design of solutions for the problems presented. Finally, the government recent proposals for adjustment are discussed in their technical and political aspects.
